Mrs Chandy was born on 19 January 1919. She served as " Assistant Superintendent of Auxiliary Nurse Midwifery Training Centre( ANMTC)". ANMTC are centres to train ANM workers who are village level female health workers in India. Their role is multipurpose from ensuring public health and maternity care in villages to immunisation programmes of government. She died on 27 June 1973 in Jaunpur, Uttar Pradesh, India.
